Most filmmakers copy their action template either form Hollywood films or Chinese and Hong Kong Martial Arts. Action set pieces don't work on logic they work on spectacle, the grander it is the more adrenaline it generates. In real life nobody does choreographed action, but you can't attract people by showing mundane action.
Every 2–3 decade we come to a phase when ultra violence on screen becomes the normal. It happened in the 70s and 80s when films used extreme violence to cater to the demands of the audience. We had films like Meri Aawaz Suno, Badle ki Aag, Inquilab, Hukumat- films which were highly controversial for the violence shown on screen but most of them were highly successful as audience lapped up the violence. At that time almost all the major actor was an action star from Amitabh Bachchan, Mithun Chakraborty, Dharmendra, Anil Kapoor, Jackie Shroff etc. Then came the wave of family and romantic films and for some time we say films with little to no violence. But now that phase has returned and we are currently seeing movies showing brutal and unhinged violence. When I was watching Animal (2023) the only thing that came to my mind was- Where is the Police?
In some of the films, the action is justified by showing the milieu as the land of lawlessness where violence is the norm and the justice is non existent. By showing this, it is easier to project gang wars, fights and violence. In films like Dhoom or Don, the action is more polished and sophisticated but the violence is justified by showing glamourised crime. So the setting of the film plays a vital role in projecting to what extent the film can bend the logic about the use of violence in their film. And also how convincingly the makers can pull of fthe action. The action was very illogical even in Bahubali series (using palm trees as a crossbow was so stupid) but because it was well executed it was lapped up.
At the same time many movies justify their illogical action by showing their heroes as virtually superhuman who don't get hurt (like Rajnikanth).If well executed it may look good like in Matrix or RRR or John Wick. But if not done well they look extremely embarassing like in Race 3 or Akhanda 2 (for that matter almost any film starring Salman Khan or Balakrishna).
