Why is Kim Jong-un always surrounded by people taking notes?

North Koreans are led to believe from a very young age that their unelected rulers, the Kim dynasty, beginning with Kim Il-sung, are essentially infallible. The Kims are elevated to a semi-divine status, to the point that Kim Il-sung is enshrined in the constitution as the Eternal President of the country.

Ever since Kim Il-sung decided to secure his position by competing with the military and visiting various military bases and installations, it has become a tradition for the current ruler, Kim, to visit various sites, show himself around crawling and/or terrorizing local officials, look at various things, and at the same time deliver what the country's official media describe as "field guidance."

This could be an observation about how it would be better if this fish farm produced 20% more fish, or if this lubricant factory could build a new wing to create more industrial lubricant.

Basically, everything the leader says during these visits is written down and then implemented to the extent that the country's resources and technical expertise allow.

North Korean media frequently publish photographs of these field orientation visits that have been cheerfully animated to great comic effect with very little additional effort required, due to the inherently comical nature of a head of state who spends most of his time simply looking at things.

*Star Series Notes*

The star series notes look exactly like the existing notes but have an additional character i.e. a * (star) in the number panel between the prefix and serial number.

Here’s what you need to know about these notes:

• In the printing stage of notes, when any defect is detected, such notes are replaced by star series notes.
• That is why these notes are also called replacement notes.
• This is done in compliance with international best practices and to ensure cost effective printing system.
• The issue of star series notes started from year 2006 for notes of denomination 10, 20 and 50.
• From 2009, star series notes started getting printed for notes of denomination 100 also.
• Star series notes have the same serial number as defected notes but different prefix. The prefix of star series notes are unique.
• To facilitate easy identification, the note packet mentions on the top about inclusion of star series notes.
• The note packet has 100 notes with some star series notes, not in serial order.
• The Star series notes are legal tender.
• Since these notes are rare, they are auctioned by people.
• A list of such notes is maintained by RBI.
