So ideally speaking, Hindi was a foreign language to Madras state until 1947. After 1947, Madras presidency accepted Hindi and English has the official language. Old Madras presidency and the new Tamil Nadu doesn’t have any problem with any foreign language, as long as they are really helpful and declare any language as National language.
